LAYANAN PENDAFTARAN DAN PENETAPAN PENERIMA DANA PEMBERDAYAAN EKONOMI MASYARAKAT (PEM) KELURAHAN TODE KISAR KOTA KUPANG

Abstract

One of the economic recovery programs by the Kupang City Government is Community Economic Empowerment (PEM). The PEM program is a form of assistance to the community by the Kupang City government. Tode Kiser Village is one of the kelurahan that manages PEM funds and is responsible for reporting the roll-out and refund of PEM funds from the Kota Lama District Government and the Kupang City Regional Development Planning Agency (BAPEDA). Reports on the progress of registration and determination of prospective recipients of PEM funds are requested at any time by the sub-district government, sub-district government, and the BAPEDA of Kupang City. They cannot provide data and information quickly, precisely and accurately. A number of these problems require adequate Digital Technology infrastructure support to improve the government's performance and performance in managing the registration and determination of prospective PEM fund recipients. This research approach uses a system development method (Rapid Application Development). This study resulted in a digital technology service model for registration and determination of prospective PEM fund recipients facilitated with features at the village, sub-district, and BAPEDA leadership levels in supporting decision making (Desicion Support System). The digital service application provides features for online registration, determination of prospective PEM fund recipients by the PEM fund manager, which can be monitored in real time, as well as transparent and accountable supervision by various parties (kelurahan, sub-district and BAPEDA leaders).
