Setting a schedule for the workforce is one of the most important things in the labor management section. Where in the preparation it is in the form of a shift combination arrangement which is charged to the workforce by taking into account several factors including psychological, physiological, and psychosocial factors. One factor limitation of resources in the hotel industry, especially non-star here is due to operational cost factors, resulting in an imbalance in preparing work schedules. Development is carried out in 4 stages, namely: mapping the preparation of actual work schedules in the non-star hospitality industry, analyzing the preparation of a balanced work schedule model in the non-star hospitality industry, designing the system. Specifically, this research will design a scheduling system for workers in non-star hotels in Yogyakarta. The results of this study are a design of a scheduling system that will later be continued research to implement the results of the design in this study.
